STEP BY STEP
First things first. Decide what you want in a platform. Do you want a fully-fledged website, with all the bells and whistles? Do you want to write on the fly, with a mobile app—or do you write mostly on a desktop or laptop computer? Or, on a tablet? Sometimes it matters. Are you on a budget?
I'm going to try to simplify the process by suggesting three completely different approaches that I have some experience with. There are many others, of course, but I can speak to these, having used them a fair bit.
BLOGGER
Blogger has been around since 1999. I used it several years ago, and though not intimately familiar with the community of people who use it, it's one of Google's many products. My gut feeling is that it's not going away any time soon. That's a plus.
